The OPEN Project in Saint-Genis-Pouilly Enters a Decisive New Phase
The OPEN project in Saint-Genis-Pouilly is entering a decisive new phase. The French Council of State has rejected the appeal filed by the France Nature Environnement (FNE) association, confirming the legality of the environmental permits obtained. This ruling brings an end to more than ten years of administrative and legal proceedings.
With this legal validation, FREY is preparing to resume construction work in the first quarter of 2026.
“This ruling from the Council of State closes a major legal chapter for the OPEN project. FREY now has all the legal and regulatory green lights to relaunch construction in early 2026.
